The pleats run horizontally and will expand VERTICALLY with perfect recovery (the pleats are permanent), and your garment should be cut with the length of the pattern pieces going from selvedge to selvedge, so that the pleats will run lengthwise on your garment. There is about 30% horizontal stretch but it is stable, meaning that it only stretches if pulled, and about 60% vertical mechanical stretch from the widening of the pleats.
